Rural School Assistance Program at Jin-Jhu Elementary School

In an effort to narrow the gap between urban and rural areas, we initiated a rural school assistance program in May 2016 to lend a helping hand to Jin-Jhu Elementary School in Neimen District, Kaohsiung City through various means, including providing donations and organizing a series of activities in collaboration with teachers and students to foster all-round development among students in five areas, namely morality, intelligence, physique, social skills, and aesthetics. The timeline of this program is detailed as follows:

2016

  • Launched the character education program
  • Assisted in providing bus service for the visit to National Museum of Natural Science in Taichung City and the exchange event at Wen-Fu Elementary School, Kaohsiung City
  • Launched the Arts Enhancement Program, which is carried out during after-school hours

2017

  • Injected funds into the Taiko Drum Club at the elementary school
  • Assisted in providing bus service and tour guides for ecological teaching and learning on Chai Mountain, Kaohsiung City

2018

Impact of Locations of Operations on Local Communities

CSCC's locations of operations include the operating headquarters in Qianzhen District, Kaohsiung City, the Coal Chemical Manufacturing Department in Siaogang District, Kaohsiung City, and the Carbon Chemical Manufacturing Department in Fangliao Township, Pingtung County. CSCC continues to emphasize its impact on the communities where its locations of operations are located and actively participates in and promotes community development activities. Environmental Impact on the Local Community and Supply Chain

CSCC has two manufacturing departments, including the Coal Chemical Manufacturing Department located in the site of CSC in the Linhai Industrial Park in Siaogang District, Kaohsiung City, and the Carbon Chemical Manufacturing Department located in the Pingnan Industrial Park in Fangliao Township, Pingtung County. The environmental impact of each site on the local community is described as follows:

Biodiversity

CSCC operating headquarters is located at the HQ of China Steel Corporation. The coal chemical manufacturing plants are located at Linhai Industrial Park at Siaogang District, Kaohisung, which is a non-urban land. The carbon material manufacturing plants are located at Pingnan Industrial Park at Fangliao, Pingtung. The industrial parks conducted well impact evaluation on the environment. The plants are also based in non-ecological protection areas or water protection areas. Neither are they stationed in national parks, wildlife conservation areas, habitats of wildlife, important wetlands, protection areas listed in the government's coastal protection plans, or mountain areas above 1,500 altitudes. A considerable distance is kept between the coal chemical manufacturing plants and Fengshan Reservoir, as well as the carbon material manufacturing plants and Mudan Reservoir. Thus the production will not affect the protected areas.

Wastewater and Pollution Emissions Management

CSCC's manufacturing departments are located in areas that are not under water stress according to the World Resources Institute's "Aqueduct Water Risk Atlas". The Coal Chemical Manufacturing Department uses 284 million liters of recycled/reclaimed water, accounting for 94% of the total water consumption. The Coal Chemical Manufacturing Department uses approximately 3.4 million liters of water per month, accounting for 3% of the monthly water supply to the industrial area. The plant is equipped with a detention basin, which is estimated to recover more than 5 million liters of rainwater per year based on changes in liquid levels. CSCC's manufacturing departments passed the water quality tests conducted on effluent in 2022.

Regarding the total air pollutant control plan for the Kaohsiung and Pingtung Area, CSCC continues to add pollution control equipment and switch to clean fuels such as natural gas for our manufacturing departments. With the replacement of coke oven gas with natural gas in 2022, we further reduced our sulfur oxide (SOx) emissions to less than 3 tons each year, which was less than 20% of the total regulated emissions.

All pollution emissions from each plant are in accordance with government regulations. Therefore, there is no negative impact on the environment of the local community.

Waste and Pollution Emissions Management

Before we sign a contract with an external waste management service provider for the first time, the responsible manager is sent to visit the waste management service provider and inspect the status of its production equipment and operations, with the intention of ensuring that it is capable of properly handling the type of outsourced waste. After a contract is signed with the waste management service provider, we send our personnel to join in its waste transportation operation to ensure that our waste is transported to the correct waste-receiving site, with no cases of abnormal route deviation and waste falling or dispersing during the journey. We conduct online inspection within four days after each round of online waste reporting to keep track of the reporting status and ensure that the waste treatment service provider and the waste-receiving site have completed the reporting process and submitted the relevant report to the Environmental Protection Administration. We carry out reporting of waste treated by means of resource recycling, incineration or reuse in accordance with the relevant rules and regulations.

CSCC's hazardous waste passed the EPA's approval and was fully recycled on a case-by-case basis. No hazardous waste was generated during the year.

Management of controlled chemicals (toxic chemical management)

The manufacturing departments are listed as chemical substance operation sites by the competent authorities. Therefore, the plants have obtained documents from the competent authorities at all levels in accordance with the law, and have implemented relevant chemical safety management in accordance with the listed manner, joined the joint prevention organization for listed chemical substances, and prepared the contingency equipment for use and delivery. A total of 32 drills for hazard prevention and response plans were held in 8 batches every year in both plants to enhance employees' ability to respond to environmental hazards and reduce impact.

GHG emissions and reduction

Our Coal Chemical Manufacturing Department and Carbon Chemical Manufacturing Department conduct an inventory of greenhouse gas emissions on their own each year. A third-party verification body is commissioned to carry out verification of these inventories since 2021.

The greenhouse gas inventory of manufacturing departments in 2022 has been completed, with 32,859 tons of CO2e in Category 1 and 76,647 tons of CO2e in Category 2, for a total of 109,506 tons of CO2e.

In order to implement greenhouse gas control, a total of 12 energy saving projects have been proposed for the manufacturing departments in 2022, with a total reduction of 3,000 tons of CO2e.

Honest reporting

All of our plants comply with governmental regulations in carrying out various environmental related operations and uploading and reporting all information to ensure that every action is legal and in compliance. All of our operations are conducted in such a way as to minimize any significant actual or potential negative impacts on local communities.
